I was thinking making a spot for widgets where they'd only appear on your main page but when you go into forums or topics they would not show up? Like if you put a welcome message above the board or affiliates in the footer, there would be an option slider if you only wanted them to appear on the main page of the forum?

This can currently be done not in the Admin CP but in the Widget Manager. If you click on your name in the top right user menu bar, go to Widget Manager, click on 'Areas' from the panel that appears on the left, find your widget and click on the settings icon to configure. You're right! I just assumed the manager was the same as acp. Lol
